The Oregon Surplus Line Association annually hosts a CE Day for its members and guests.  The full day event is usually held in the fall and provides seven (7) hours of Oregon CE.  Rick Pitts, Vice President & General Counsel to Arlington/Roe & Co has been our instructor.  This year's exciting topics are: WHAT’S NEWS NOW 2026 ISSUES OF INTEREST (2) YOU BE THE JURY (3) and BONDS FROM A-Z (2) The event includes a hosted lunch.

Wet Marine & Transportation Tax to be effective January 1, 2020.  Wet Marine & Transportation are not Surplus Lines and will have forms and procedures separate from SLIP.

The Oregon Division of Financial Regulation adopted rule ID 13-2018: Flood Insurance Producer Continuing Education Requirements.  It amends OAR 836-071-0215 Continuing Education Requirements for Insurance Producers and creates continuing education requirements for flood insurance producers.  The rule is effective August 16, 2018.

Reading in part "(2) For each two year renewal period...(c) For a producer that negotiates, sells, or solicits flood insurance, at least two credit hours of continuing education on any combination of the following subjects: current state and federal laws relating to flood insurance, the National Flood Insurance Program, or private flood insurance."  Please see the following link.

SUBJECT: Motor Vehicle (Automobile) Insurance Exclusions

The Division of Financial Regulation Product Regulation unit wants to remind insurers writing personal and commercial motor vehicle insurance that Oregon laws do not allow exclusions for criminal or illegal acts in a motor vehicle policy used to meet the financial responsibility requirements for Bodily Injury Liability (BI), Property Damage Liability (PD), Automobile Personal Injury Protection (APIP), or Uninsured Motorists/Underinsured Motorists coverage (UM/UIM).

Oregon Insurance Division Bulletin INS 2011-1 is officially withdrawn and rescinded by Oregon Division of Financial Regulation Bulletin DFR 2017-3.

As the requirement for reporting of premium tax allocation outlined in the bulletin is no longer necessary, reporting premium on an allocated basis on multi-state policies is no longer required for all records submitted via SLIP (the online filing system) on 7/1/17 and/or later.

The Oregon Division of Financial Regulation has approved a change in the way the Surplus Line Association of Oregon processes the Diligent Search Statement Form 100.  Effective on January 1, 2017, the SLAOR will no longer be required to receive an electronically uploaded DSS from the filer.  Instead, the Division will allow the SLAOR to review an acknowledgement from the filer that they indeed have received a properly completed and signed DSS from the producer and that the filer will retain the DSS along with the other records of each surplus lines insurance contract on site at their places of business for no less than five (5) years following contract termination.
