Ryan Keeling, AFE

Chief Financial Analyst/Assistant Manager of Financial & Producer Regulation
 
Ryan joined the Oregon Division of Financial Regulation in August of 2009 and recently became the liaison with the Surplus Line Association of Oregon.  He is the chief insurance financial analyst and the assistant manager of the Financial & Producer Regulation sections. 
 
Ryan worked for 11 years as technical support and quality control analyst for a software developer that specialized in Accounting & Project Management software before joining the Division.  Ryan has been married for 6 years and has a 3 year old daughter.  He enjoys camping, golfing and playing guitar.   
 
Ryan has a Bachelor of Arts degree in Accounting from the University of Puget Sound.  He recently obtained an Accredited Financial Examiner (AFE) certification from the Society of Financial Examiners and is currently working towards the Certified Financial Examiner (CFE) designation.

Shannon O'Shea

Tax Analyst

Shannon joined the Oregon Division of Financial Regulation in February of 2007.  She is an insurance tax analyst and collects and audits retaliatory tax and fire marshal tax.  In addition, she audits ocean marine tax, risk purchasing group tax, and surplus line taxes as well as approves licenses for discount medical plan organizations and risk purchasing groups. 
 
Before joining the Division, Shannon was a Fiscal Analyst with the Oregon Department of Human Services and has been with the State for over 10 years. Before working for the State of Oregon she was a Business Administrator for a large church in Salem, Oregon.  She previously was a Fitness Instructor, working in clubs, before earning her Masters degree in Accounting. She has three grown sons and one grandchild.  She enjoys doing anything outdoors in addition to playing in billiards and bowling leagues. She lives in Salem with three dogs, two cats, and a bird and is actively involved in dog training.
